Heather Castillo served as General Counsel to the Arlington Independent School District for nine years and she has been practicing School Law for thirteen years. She has extensive experience in handling School Law matters, including employment, contracts and purchasing, board policy, elections, open government matters, student discipline, special education, all categories of grievance processes, reductions in force, and investigations. She has provided representation before the Texas Commissioner of Education and other state and federal agencies, including the U.S. Department of Education’s Office for Civil Rights, Equal Employment Opportunity Commission and the Texas Workforce Commission.  She has also litigated in state and federal court on matters involving alleged civil rights violations, construction, insurance, transportation, and other matters.

Heather considers it an honor and privilege to represent the interests of public education. She was born and raised in the Texas panhandle and has lived in Arlington, Texas, since 2004. She enjoys spending time with her son, husband, parents, a beagle, and a basset hound.
